e-Government Procurement (e-GP) Phase II

The government is set to launch the Electronic Government Procurement (eGP) Phase II in July 2026. The enhanced system automates the end-to-end procurement life cycle – from planning and supplier registration to bidding, contract management, and payment processing – ensuring seamless Government-to-Business (G2B) interactions.

PPDA Contract Monitoring System

The Public Procurement and Disposal of Public Assets Authority (PPDA) has onboarded the Anti-Corruption Coalition Uganda (ACCU) and the Uganda Debt Network (UDN) onto its Contract Monitoring System (CMS).

Developed with support from GIZ Uganda, the CMS allows real-time monitoring of government contract implementation, eliminating shoddy works, ghost payments, and abandoned projects. Through the PPDA–CSO–PDE Engagement Framework, first established in 2019, PPDA has already partnered with 28 CSOs across Uganda.

UCC Suppliers' Conference

The Uganda Communications Commission held its inaugural Suppliers' Conference under the theme "Expanding business opportunities through procurement excellence."

With over 70% of UCC's budget channelled through procurement, the Commission is working towards fully digitising its procurement processes by the end of the year. The conference is poised to become an annual platform for engagement with suppliers and other key stakeholders.

Auditor General's Procurement Audit

The 2024/25 Annual Audit Report highlighted persistent procurement irregularities, including cost variations of up to 100% for similar goods and services, unplanned procurements, and incomplete multi-year procurement plans.
